I would say that
minor magical item: the curse is gone
Moderate magical item: the ring appears on your other hand
Major Magical item: the ring works from your own severed hand.. better go find it.

Depends on the nature of the curse. In books when cursed items are discarded the hero/heroine simply finds it on their person when they wakeup the next morning.
As a Dm I would vary the effectiveness of the severing technique depending on the power level of the item. A cursed ring of feather falling it would probably work. A cursed ring of elemental command, probably not.
