I just wanted to know: Are there rules for town stats included in the Core Rulebook? What's a large town and what a small town? What does conventional mean and what Base Value? I simply can't find rules concerning these questions.

You can also check them out on the SRD.
The GameMastery Guide has a lot more information about it. That's what most of the SRD link info comes from. The basics are in the Core book though, essentially the same information that was available for 3.5 OGL.
