Dragon Form + Empower Spell-Like Ability?

Hello there!

I was just wondering if the Red Dragon Disciple's Dragon Form ability would be qualified for the Empower Spell-Like Ability monster feat? Or indeed if the Form of Dragon spells, Bull's Strength and the like which provides bonuses to stats can be empowered at all through Empower Spell feat?

Empower spell like ability
"When a creature uses an empowered spell-like ability, all variable, numeric effects of the spell-like ability are increased by half (+50%). Saving throws and opposed rolls are not affected. Spell-like abilities without random variables are not affected."

Empower spell
"All variable, numeric effects of an empowered spell are increased by half."

Please note the highlighted text. Empower only works on variable effects of spell IE fireball does 1d6 dmg per level. Or Heal, heals 10 damage per level. Dragon Form, Form of the Dragon, and bull's strength all have fixed bonuses. They are not variable and therefor not subject to empowering.
