Hi all.
I'm playing an elven wizard that just went from level 3 to level 4 and I added 1 point of Intelligence (from 17 to 18).
Does he get an extra skill point retroactive for each of the levels 1-3 when his Int was only 17?

Permanent Bonuses: Ability bonuses with a duration greater than 1 day actually increase the relevant ability score after 24 hours. Modify all skills and statistics related to that ability. This might cause you to gain skill points, hit points, and other bonuses. These bonuses should be noted separately in case they are removed.
Under Special Abilities. They are retroactive. Hope this helps! :)

Both previous posters are correct. Just jumping in with the hyperlink.
I will add to that, in 3.5 this was not the case, in pathfinder there is no such thing as cross class skills which cost more points making it easy to add skillpoints without complications when your intelligence increases.

Inherent bonuses like the ones obtained from leveling up in HD are retroactive. Headband upgrades don't yield skill points, but fixed skill allocations.

The system is designed so you don't have to keep track of what was gained when, so you gain skill points and a language.
I believe that's the same reason that when retraining feats (if used) you just have to qualify for them at the time of retraining, so you don't have to wonder, "Did I have enough BaB when I had the old feat I just retrained?"

According to the FAQ, you do gain a bonus language if your INT score goes up.
I think you can only gain a language that is on your starting language list (e.g., your increased intelligence means you suddenly start remembering a language you were taught at school) but GMs may allow other languages you've been exposed to.
