How high of attributes do you give NPCs?

For example, professional soldiers I give a 15 point buy, so their stat line is 14 14 14 10 10 10. If that sounds high, I usually give my players a 25 point buy.

Depends.

If they are NPCs, I give them the Elite array (15,14,13,12,10,8) which is equivalent to a 15 pt buy.

If they are Mooks, I give them the following array: 13,12,11,10,9,8

If they are Chaff, they get straight 10s, maybe a couple of 11s.

I just can't get behind those arrays. You know, I was never really aware of them until recently.

I feel like they are designed to cater to this fantasy that anyone who is strong, healthy, and agile has something wrong with their mind or personality and that just isn't the case.
