Is it possible to slash at a web spell with a weapon and clear a space?

The rules don't say, and in the spirit of "Yes!", I'd like to let a player do it. Is it reasonable to say that a Reflex saves is required to prevent the player's weapon from being ensnared?

I think it's reasonable. Going off of the "web" special ability possessed by spiders and the like, I found this:

Simply replace "Hit Dice of the creature" with "caster level" and call it good, I think. I would probably still limit it somewhat by, as you say, calling for a Reflex save or perhaps more realistically by making the clearing of a square a full-round action that provokes attacks of opportunities. Anyone whose ever gotten a faceful of spider web in the forest can attest to the fact that it's hard to keep it from sticking to everything.

I would say no for two reasons.

1) In my eyes, the web spell has always created a mass of webbing which completely fills the space, rather than a single "flat" web, so hacking away at the area wouldn't accomplish much.

2) More importantly, spells/items which entrap and entangle that can be destroyed by damage are usually described as such (see tanglefoot bags).
