I'm not a dev but I can give a guess.

SR 15.

CR 1 creature.

4 level 1 players fight an Akata. Wizard has 3 spells. Uses one on it. Has to roll a 14+ to beat it.

Unfun.

Rob* pointed me at this thread so I can give you an answer.

The akata should have standard spell resistance for its CR (SR 13). I've noted it in my errata list for the book.
