Can a PC drag another PC using levitate?

I have a player that uses Levitate and another that can fly. He wants to have it where the flying PC can drag his character around in the air horizontally. Which means I assume the PC can move more than half their own speed, they'll be moving the flier's speed? Assuming the flier can drag that weight...I assume creatures/objects aren't necessarily weightless during levitation, too?

I control the vertical, and the horizontal....

If you want to go with simple physics , it only takes force to accelerate or accelerate*. The levitator is effectively on a frictionless surface, so pulling him around should cost roughly half of the flyer's speed.. until he reaches full flying speed at which point it should cost effectively nothing to keep him at top speed. So on round 1 they would go 30, on round 2 they would go 45 and on round 3 they would go 60.

If you want to stay sane, you can just assume that the flier moves at half speed to keep the levitator with him.

(*shush you with the pocket protector, i know that acceleration and deacceleration are the same thing in opposite directions, you know that,i don't know if he knows that and the explanation just flubbs things up mid sentence)

I'd go with keeping this as simple as possible.

No reason the character couldn't pull someone levitating behind him. But levitate doesn't affect weight at all, so the person doing the flying would effectively add all that weight.

If you're using the fly spell, you're looking at 40ft with a heavy load. More than a heavy load, and movement just isn't going to happen. According to the spell, it cannot carry aloft more weight than its maximum load plus any armor it wears.
