Staggered condition and heal spell

It seems like the staggered condition is not removed by the heal spell. Is that right? It would seem to me that if it removes stunned it should also remove staggered. Am I missing something?

Thing the First: It *could* be a mistake, and it certainly would be a fine houserule to allow heal to remove staggered, but it's not a needed correction. Because...

Thing the Second: Staggered is not inherently an "injured" condition. It's true that some things that represent injury impart the staggered condition, but there are other things that impart the staggered condition that don't necessarily represent injury (dictum, for example).
