I just started playing Pathfinder after years playing 2nd edition and 3.5. From what I understand Web has been greatly altered. Can someone help me understand how it now works?
Ex:
In our last game a wizard cast web in an area with 3 creatures in it. One of the creatures made the saving throw. When the unaffected creature attempted to move through the web (10ft to the edge) does he suffer any penalties? Several folks at the table were saying no and the rest felt that if he tried to move through the web the creature would have to beat the webs dc again.
The logic being that yeah he did not get caught in the initial blast but that doesn't mean he can just walk around in the web with out risk of getting caught in the strands.
What do you all think?

The text agrees with you in spirit, just with different mechanics.
For one, the Web's area becomes Difficult Terrain, meaning you have to spend 10 feet of movement when you enter a square affected by the Web. In addition, anyone moving through the web must make either an Escape Artist or Combat Maneuver check as part of their Move action, and try to beat the spell's DC. Fail and you become Grappled in the first square you enter.
So you're not making another Reflex save, but yes, each time you move into a square affected by it you do have to make another check to avoid being Grappled (Combat Maneuver or Escape Artist)
