Can Mephit Familiars Summon?

If i take a Mephit as my familiar (with Improved Familiar Feat).
Does the Mephit retain its ability to summon?

Also to be clear about the RAW:
1/day—summon (level 2, 1 mephit of the same type 25%)

Does the above mean that the familiar summons another familiar , and there is a 25% that the summoned familiar is the same type as the summoning familiar?

Not sure about if familar can use summonings but to your second part: No, 25% chance means that when mephit is using summon ability there is 25% chance of summoning mephit of the same type and 75% that summoning will fail and the daily use will be wasted - this the way that summon ability works.

As for the first part, yes... a mephit familiar can summon additional mephits... although those summoned mephits are under IT'S control, not yours. Of course, it being a familiar, they might as well be under your control. More of a pyramid scheme than direct control. Makes the familiar into middle management, I guess.
