RAW: Penalties are numerical values that are subtracted from a check or statistical score. Penalties do not have a type and most penalties stack with one another.
Do multiple sneak attacks using befuddling strike (APG rogue talent) against the same target make the rogue increasingly harder to hit?

In the absence of any errata to Befuddling Strike, I would say yes, by RAW they would stack.
