That aside, how do we do it?
Right now, I am thinking it might be reasonable to allow someone that has grappled a creature to perform a bull rush without needing to charge. Does that sound alright?

The APG has the drag combat maneuver, but by the rules the only way to send someone flying is with awesome blow, so unless you are a monster it can't be done. It is really hard to throw someone, but if you want to make a rule up. I would make it a straight strength check since it would be raw power. I don't any specifics in mind as to how to break their weight down to a DC, but I would allow them to be thrown an extra square by every 5 which they beat the DC if I did allow such a thing.

Cut-seen. a Barbarian Gnome feels himself picked up and thrown bodily toward the rogue he was chasing. Loud Crash,Anyone got a +1 Furious Gnome?

There are the Ki Throw and Improved Ki Throw feats in the APG. Those will allow you to throw people within your threatened area. You would also need Improved Bull Rush, Improved Unarmed Strike, Improved Trip, Combat Expertise, Power Attack, Strength 13+, and Intelligence 13+ to have the most fun with it. Use Greater Bull Rush to improve your success and to have the poor victim suffer some attacks of opportunity.
Sounds like it could be a lot of fun.

That aside, how do we do it?
Get a hold of Mutants & Masterminds (2nd edition) rules. Extrapolate the rules therein for throwing things for use with PF. There's no reason at all a feat or special powers should be required to throw a critter.

Personally, I always thought anything 2 sizes smaller could count as an exotic thrown weapon. Unless your street fighter character has exotic weapon rat, he's -4 to hit. The rat will bite with full charge bonuses.
Now if the half orc barbarian drinks an enlarge potion he can throw Spiny the Gnome who wears spiked armor. It may be 1D6 per 50 pounds + the armor spikes.

Sure you can. If throwing something that isn't hostile to you (say, a dwarf in full plate that's on your team), it's an improvised weapon. A big improvised weapon, that I hope you have enough strength to easily lift, but one none the less.

Um, you can ALWAYS perform a bull rush without charging as a standard action.
