Goblins are stupid evil little freaks and wouldnt be alowed anywhere...
but there is an albino Minataur that has free reign in the city. Otherwise there are no humanoids in the city that I am aware of, at least the upper city. You will find elves, dwarves, half orcs and half elves, perhaps a half ogre... and other supernatural things if you use them like assimar, tieflings and whatever... but hobgoblins, and goblins would only be found in sewers and such as they wouldnt be tollerated. That being said, there is probably derro under the sewers, as well as whererats, and a few goblins ;) even a few ghouls...
they might get some orcs or ogres into the fighting arena for fun though....

I guess this goes to James or others in the know :)
In the chronicle book it lists 2% as other races. Are goblins and orcs and other humanoids allowed in the city or are they killed on sight? Official response welcome :)

There's a HUGE range of other races encapsulated in that 2%; basically, that lets us pretty much put anything into Absalom in future adventures. If I had to nail down a majority, though, most of that 2% likely consists of tieflings, aasimars, gillmen, tengus, ifrits, sylphs, oreads, and undines; races that are on relatively peaceful terms with humanity and fit in well.
We'll never do a total breakdown, though, because we want to reserve the possibility of having some pretty outlandish citizens as future adventures require.

Hobgoblins live in Absalom, and even get called up for jury duty in canon!
Hobgoblins have to answer jury duty. They are lawful. Its those crazy bugbears you have to watch out for. Always coming up with excuses for why they can't serve.

They're probably among the most likely races to buy one whenever Alkenstar has a special going.
And I think I'd rather serve in a jury with eleven Bugbears than in a group with just one bugbear.
Even if it means my vote on the verdict is going to have to be "Man, I'm cool with whatever you guys pick."

I believe there was a hobgoblin juror in an early module... back in the day when "canon" wasn't really something that was relatively well maintained...
Were we to do a similar module today, now that we have a firmer grasp on the world, we would NOT have a hobgoblin juror in a human trial. Doesn't make sense.
That said, a single goblin or orc or hobgoblin walking down the street in Absalom probably wouldn't be killed on sight, but he WOULD be accosted by the guards on sight. Depending on how the critter reacted, he'd end up in jail or killed.
Katapesh is a much more open city when it comes to non-human humanoids stomping around on the street.

My idea when I was writing it, which is now no more official than anyone else's interpretation of what actually got printed, was that the 2% represented the weird exceptions. I admit James' list makes a lot of sense, and I'd assume those races make up half or 3/4 of the 2% The rest is special cases so rare you wouldn't get the same result twice if you rounded up 100 totally random citizens. It's not that there's 2% of one race, it's that there are a few thousand residents who are all one-off exceptions.
So can you find a hobgoblin in Absalom? Sure, though most likely only in the rougher sections of town, and as James said he's likely to have trouble with the guards. But just as the Minotaur Prince of Absalom has become well known, so could some other specific exception. Maybe the "hobgoblin " is (or has convinced people he is) a reincarnated human trying to live with his curse. Or a mercenary who helped fight off a siege. Or a successful gladiator in the arena, who is allowed to walk in the streets, but can't eat at the restaurants. There won;t be a "hobgoblin quarter," but Absalom is the city at the Center of the World. Anyone could end up living there, though not everyone will be accepted.
