When randomly creating a magic weapon using Table 15-8: Weapons, do you ignore any special abilities you might have rolled before finally rolling a specific weapon.
For example, say you roll a 95 in the Minor column on Table 15-8: Weapons ("Special ability and roll again"), then roll a 49 in the Minor column on Table 15-9: melee Weapon Special Abilities ("Ghost touch"), then roll again in the Minor column on Table 15-8: Weapons with a result of 87 ("Specific weapon"), then roll a 70 in the Minor column on Table 15-11: Specific Weapons ("Javelin of lightning").
Do you now have a Ghost touch javelin of lightning?

Do you now have a Ghost touch javelin of lightning?
I would say, why not? You can calculate the value of the new weapon by comparing the cost of the enchantments on the javelin of lightinging(just subtract the cost of a masterwork javelin) to get its equvilent bonus level, then add the appropriate modifier for ghost touch.
That would make the javelin about a +2 weapon, so retail value of 8k or so. I would only disalow this if the effects seem incompatible, which you might have in the case of ghost touch and a javelin of lightning unless you want to rule that the lightning bolt it makes does full damage to incorporeal.
