Are there races that have non changeable alignments? more importantly, like goblins orcs gnolls ect, the more common type monsters drow included. Im asking this because atonement states it wont work on any creature incapable of changing its alignment naturally
I would think that it's referring to things like demons and angels and other outsiders like that. Not sure, though.

I think that's largely limited to outsiders who embody a specific ethos. Other examples might be animals, non-intelligent monsters, and possible the undead.
Unless you play with standard humanoids as always chaotic evil then I would say that atonement should potentially work although it might be the rare drow or orc that is willing to shift alignments dramatically.

Basically, if it has the [Evil], [Good], [Lawful], [Chaotic] subtypes, then it can't benefit from atonement. Those subtypes indicate the being is inherently aligned that way. As sated above, this is normally demons, devils, angels, outsiders, etc.
I don't really remember any mortal races that say 'Always', they usually say 'Almost always' or 'Usually'. However, if there are some that still say 'Always', you'd have to look back to the 3.5 descriptions of those labels, as I don't believe the descriptions made it through. Always was defined as something along the order of 95% or more of the race evinces this alignment. Which of course, indicates 5 percent or less do not.
