Gnome Haunted Oracle

Im just wondering how the Gnome Haunted Oracle works with the Gnome alternate favored class bonus, Treat the gnome’s level as +1/2 higher for the purpose of determining the effects of the oracle’s curse ability, would I gain Telekinesis at level 7 this way, and if so would the spell level shift?

I would hate to be haunted by Gnomes.

You would gain the spell known early, but you wouldn't be able to cast it until you could cast that level of spells. You could probably use it to justify using a wand or eliminate the +5 DC penalty when crafting magic items in the mean time, but that's about it.
