I am working on making a campaign for my group who are playing Pathfinder, I wanted to use a devil in the campaign but the pre-built stat blocks are all too strong to put against my party. I'm looking for some tips on how to change the stat blocks so as to reduce the creature's levels and power. If no one has any ideas or advice I will just work on building a new monster for the purpose but I was hoping to avoid having to do that since it is my first campaign.

Use Table: Monster Statistics by CR to determine baseline stats for the desired CR. Tweak accordingly. By way of example, I tweaked a shoggoth down to CR 13 this way. Check this thread.

You can use the "Young Creature" template from the Bestiary pg 295
You can give them a bunch of negative levels
You could give them a curse - negative to ability scores, 50% chance of acting.
You can also have them be wounded (give an in game explanation).
You can have them already have used a bunch of their spells and abilities.

I would apply the young template and/or remove troublesome abilities.
