When a Witch uses the Evil Eye hex, is it obvious? As a supernatural ability, there's no verbal or somatic components. Whether you make the saving throw or not, can you tell that odd woman over there with the fox in her lap is doing something to you, or is she just giving you the stink-eye?
I suppose this question applies to any Supernatural effect, unless their nature gives them obvious, perceptible effects (such as Fly) or use (such as Cackle).

You can tell the witch has been staring at you intently for several seconds (this might require a Perception or Sense Motive check in a large crowd). If you realise you've suffered a harmful effect and know about the existence and general powers of witches, it's not hard to guess she is responsible, but she's not doing anything obviously magical.
I can easily envisage a feat that gives the witch's evil eye some obvious visual effect and increases its power.
