Slow spell on a Staggered Creature

How would a slow spell work on a creature that already has the staggered condition?

This creature is also immune to mind-affecting effects.

A) Would the slow spell work at all because of the immunity?

B) How would the slow spell affect this creature?

This creature is always staggered by a special effect, not by spell or being at 0 HP.

Slow is not mind-affecting. It's a transmutation spell.

The creature would take the penalty to attacks, etc., and move at half its normal speed. It would not be any more or less staggered.
