He's already offering a bounty for the head. That's the real prize.
Are they hurting that much for money? If he isn't a "leather worker", maybe he has no interest in it at all.

Here's how I handle this in my Kingmaker game.
Base it on the HD and Natural Armour bonus of the monster (essentially the skin of tougher monsters makes for better leather or hide armours). I'd say 10 gp per HD + 10 gp per point of Natural Armour bonus. So a Tatzlwyrm would net you 60 gp (30 gp for 3 HD + 30 gp for 3 Natural Armour).
Alternatively they could treat it as worth double that amount in materials for Masterwork Leather, Studded Leather or Hide armour.
Alternatively a Great Wyrm Black Dragon would be worth 260 (26 HD x 10) + 360 (+36 Natural AC x 10) = 620 gp. Again let them treat it as twice as valuable if they are making some kind of armour from it.
10 gp was chosen as the multiplier, as significant enough for lower level characters to care, but not significant enough that higher level characters would spend all their time hunting and skinning creatures.
I also ruled that you can't make armour that grants a bonus greater than half the Natural Armour bonus of the creature killed. (So to create Hide armour from monster hide you need a monster with +8 Natural AC).
