Ranged touch attacks and melee

Hi !

When a caster targets (with a spell) a foe who is in melee with a friend, does he have the -4 malus as if he was throwing a weapon or using a bow ?

I would say yes, as it would seem logical to me, but Pathfinder and logic are not always friends so ...

When a caster targets a foe who is meleeing, she takes the -4 malus with a ranged touch attack on her to-hit - as it is for all ranged attacks.

Yes.

Point blank shot and precise shot are reasonable feat choices for casters for this reason.
