Message Spell used as a tactic spell

I have a player using message on two goblins as an attempt to create dissent withing their ranks. What mechanics would be used to determine if they can be affected. Also, would they know the source of the message?

I would guess it's a bluff check to make them believe/fall for it, with modifiers for believability based on your best bet as GM.

1) Is the message in goblin? If not, its not going to work.

2) Its pretty obvious that the message isn't comming from the guard standing nest to him

If those conditions are met the PC should be able to try a bluff check.
