A 17th level barbarian can freely enter and leave rage without penalty. This means once-per-rage powers can be used an unlimited number of times so long as rounds per day are remaining.
Is it supposed to work like this?
Sure, why not? Barbarians are the 11th best class in the core rules, anyway, and their rage powers are already worse than fighter feats. This isn't terribly imbalancing, although it's probably a bit outside the intention of the rules.
If you're the DM of your group and you like it, use it. If not, don't. If you're not the DM, ask your DM if he or she doesn't mind it working that way. You could always change those abilities to once per combat.
As an aside, I think it may consume a full round's worth of rage every time you turn off and turn on a rage. So if you want to use a rage power three times in one turn with your iterative attacks, that would be three rounds of rage, I think. If so, that's prohibitive enough to prevent a power imbalance, although it is a little cheesy to think of the barbarian's muscle's surging and slackening with every swing.
