I am thinking of running it but starting at level 2 (allowing full uncorrupted Tieflings to start level 1) but will that unbalance the game?
Honestly? I doubt it. For one the curve of level 1 vs. level 2 is pretty small so while the party should be able to walk through a few encounters, it makes the harder ones more forgiving for mistakes. Also take into consideration were talking the lowest tier of XP level wise, and the 1500-ish xp bonus they have will quickly fall away as the gap between levels gets bigger, that buffer of starting xp slinks into the background keeping them at nearly the right level. Also consider that if they start one level higher you are in a good position if they miss xp or skip fights or what have you. Overrall I think it should be relatively ok.

That sounds like a good idea.
For the levels where being a tiefling is the strongest, they will otherwise be a level lower.
But because of PF's xp system, they will catch up & eventually be on the same level.
As for the rest of the group starting at 2nd level, don't be surprised if they plow through some of the first encounters.
And - if they all chose normal races & are 2nd level, you don't have to worry about the first mod's messed-up xp.
However, if you have a mix, you should adjust xp or add some of the side encounters because it will take forever for the tieflings to even get to second level.

Second level should not matter in the first module - it should help. In the first part, my party overestimated what was after them (which is natural given the build up). It was a lot of fun as a result... The group ended up short on experience at the end of the first section to get to 2nd level, so it wouldn't have mattered.
