I want a kukri that is keen. on creation, how much gold will it cost?
Kukri = 8g
Masterwork = 300g
+1 bonus = 2000g
Keen = +1 bonus (which my gm says would cost 8308g)
thing is i don't want the +1... lol, i just want keen, but the book confuses me on if i MUST have both, and if so is it paying 2000g twice (4k) or just 8000g outright.
i thought i remembered a fiery wep in 3.5 only costing 2000g

A weapon has to at least be +1 before anything can be added to it. The GM is right.
A weapon with a special ability must also have at least a +1 enhancement bonus.
Keen is a special ability.

Your DM's right. The weapon would need to be +1 Keen, not simply Keen. You add the bonus's together to figure out the total price.
Keen = +1
+1 = +1
Together that is a +2 total bonus, or 8000 GP, rather than 2000 twice.

You smell like a TWF fighter :-) I'd suggest just getting improved crit as a feat so you can afford a higher plus on your weapon. +Hit is vitally important, especially at your level and especially for a TWF fighter.
Take it one step further, magic oils (scrolls are even cheaper but you need to rely on other characters to use them for you and so might not be a possiblity)! Keep the feat and the gold you'd invest in the weapon for something you won't need at a later point. Magic oil of Keen Edge costs a wonderful 50g and lasts 10 minutes. You could also ask your DM nicely if you could get some made by a higher level caster for a higher price (2nd level caster 20 min -100g, 3rd 30 min - 150g, etc.) but past that I wouldn't bother as the price is too much for what you are getting. Another nice spell for an oil would be the paladin Bless Weapon as it is treated as a magic weapon for bypassing DR or hitting incoporeal enemies, counts as a Good weapon and most importantly, auto crits evil enemies on a threat roll. It lasts 1 minute per level of the caster so could be considered a bit more pricey if your typical battles last long.
Obviously this has the draw back of not being on the weapon all the time (for ambushes, surprise rounds, etc) but the amount of gold you save is many times worth it especially at lower levels when gold is very tight. 50 gold for 10 minutes of Keen Edge or +thousands (or tens of thousands) of gold for a Keen weapon you might not need with a feat when you can better afford to take it. At low levels oils and potions can give a much needed boost to melee type characters when needed (large combats/hard boss like combats) for a much lower cost. For 350 gold and 2 rounds of preparation (or less if your DM allows masterwork potion belts) you could get the equivalent of a +2 Keen weapon with the added benefit of the bonus being strength which grants CMD/CMB as well as being useful with other weapons.
