Does this mean to kill a Troll (or other regenerating creature) you only need to hit it with a single point of fire damage on the round prior to reducing its hitpoints to -CON?


Yep, pretty much. Regeneration is a 'lot' weaker than it was in 3.5. We already had a Troll (NPC) die in our monster campaign.
