Artisan Tool weight

I was looking at the weights for the various tools and skill kits I noticed that the Artisan's Tools and the Masterwork version are always 5 lbs regardless of the size.

This seems wrong to me in light of the fact that instruments seem to scale with size and simply with the fact that a small character would not really be able to use normal sized tools well in the first place. After all what a normal sized blacksmith would wield as a one handed hammer would really be considered more of a sledge to a small sized character.

Since tools made for a small character would weigh less, why do these don't have the same drop in weight as the before mentioned instrument. If the reason is due to materials, we could say that they weigh one-half of the normal sized tools much like weapons and armor. If there is a particular reasoning behind the weight for medium and small sized tools having the same weight though, I would like to hear it.

I don't think so, the way I see it is you're working the same thing, it may just be more "difficult" for you to wield the same tool designed for a "normal" person, on both sides of the spectrem ie if you're large.

Just figure that the halfling sets have fine detail and human sized, and the human sets have large sized and detailed.

If I were speaking of an artisan's tools set that was simply found I would agree with you, however these are not simply found tools they are purchased from a shop, considering the number of halflings and gnomes throughout the world, wouldn't it be strange that these small races would be stuck with having to use medium-sized tools.

That is exactly why I'd think that tools for small characters would weigh less since the small character's tool set would be made for making things that are generally for small sized individuals.

In Addition:

The only other thing I can think of, and what may be closer to the developer's intent, is that the artisan's tools set are tools that cross the entire spectrum of small and medium, so that it would have tools for the small characters along with the tools for medium characters in one set.
