I am building a rakshasa villain / questgiver NPC for my current campaign, and I am confused as to where the rakshasa's spells-per-day come from. They are not spell-like abilities, but nowhere in the rakshasa entry do I see anything about casting as a sorcerer.
Do all rakshasa gain spellcasting as a sorcerer, like dragons eventually do?
If so, are the spells listed in the Bestiary entry just examples? Will different rakshasa choose / learn / gain different spells?

It doesn't say it, but according to the stat block a rakshasa casts spells as a sorcerer of ¾ its Hit Dice. (Calculate caster level in the same manner as a ¾ progression base attack bonus.)
You should always feel free to change selective options (spells, feats, skills) for any monster, especially when you want that creature to be unique. As a main NPC, changing up the spells to suit your needs is entirely appropriate.

The rakshasa in the beastiary is woefully lax on information. They have 7th level casting as is, you can change it to wizard or cleric or even alchemist if you want. From there if you advance it by raw hit dice then I would go with the above statement of 3/4 caster level per racial hit dice.
Me, I tend to tack prestige classes on rakshasa's, since it's so easy to do so. They can pretty much qualify for anything.
Paizo has an adventure path that focus' on rakshasa's and the old 3.5 entries on rakshasa's have more comprehensive information if you're looking to flesh them out. They are a fantastic villain, so good luck!

I'd call it an educated guess.
I suppose those spells might have been intended to be spell-like abilities, but it's awful coincidental that the uses per day and spells known matches a 7th level sorcerer with CHA 17 perfectly.
I speculate the "Spells" line (as is found on the nymph) was cut from the Bestiary for space.
