Rules Questions

Is their a rule anywhere that outlines combat penalties for fighting in a room or corridor where the ceiling is lower then a character is tall, I.E. 4' or 5' ceilings character is 6'4" or so

The rules for Squeezing are probably as close as you're going to get. I wouldn't start applying penalties (even for reach weapons or things like greatswords) until you got down to the divide between Medium and Small creatures. If you want to be strict/simulationist about it though, perhaps halve the Squeezing penalties?

In kingmaker they have a scenario where the Pc's are in a low ceiling area, the rules were fairly simple; The creatures recieved -2 to AC and -2 to hit.

Sovereign Court

Actually it was just -2 to hit in KM.

But the squeezing rules are ok.

If in doubt, -2 unfavourable circumstance penalty.

Liberty's Edge

I'd apply half of the squeezing penalties, and perhaps an additional penalty to weapons that need to swing (cutting & bludgeoning) similar to being underwater.

There is a set of rules for fighting in small spaces in WOTC Drow of the Underdark. I like them. My players hate them. I use them only for special occasions. :)
