Yes, this is a serious question that actually may see practical application in a game I'm running.
Completely toothless. All of 'em have been yanked out, pried out, or kicked out.
On the one hand, it would be gumming whatever it bit. On the other hand, those are still the huge jaws of a mighty beast.
...apparently if you have Shoanti and Zon-Kuthonites around when a dead dragon shows up, they absolutely have to have those teeth....

Maybe reduce damage by one step and make it bludgeoning only?
That's what I was leaning towards at the start, but I got to wondering if the damage should partially convert to subdual. Can't really think of any precedence for it though.
Heck, minus-one step +bludgeoning is probably what I'm going to fall back on anyway unless there are better suggestions.

dragons are smart and have lots of magic. A dragon who has no teeth and has nothing to cure this seems weird.
Altough it is a neat idea for a not so serious campaign, it seems weird in normal game.
subdual and swallow whole would seem fine, but he would be quite careful what to swallow, nothing in a too hard armor or with pointy things.
I would let him use acid pit and a drinking straw.

On top of that, it was an Umbral Dragon. Umbrals eat "ghost flesh", so this guy has quite a bit of negative energy and all sorts of bad mojo flowing in his system.
When he's animated, his system is essentially going to build up towards a sort of negative energy meltdown. Excess negative energy is going to be pouring out of his wounds, including the big one that took him out, the half-severing of his neck. Basically he's going to be turned into a savage undead juggernaut, without the mental capacity to access any of his spell-like abilities. He's also going to be a slowly ticking timebomb, one that's likely going to be chasing the party through the wider castle corridors at the goading of the few free-willed ghosts left in the area. The build-up towards detonation is going to be agitated by combat as well. Since he's going to be Leeroy Jenkinsing the party as soon as he sees them, bite is definitely on the menu.
They know the body isn't where they left it anymore, but they haven't had the time to investigate. Most likely it's going to turn into a game of keepaway. Hell, knowing this party it may very well turn into a dangerous resource to take advantage of.

just for saveties sake:
as he doesn't have much flesh, and the bone is normally a bit thin, the damage might stay and become slashing damage. Think of scissors. However as his jaw is non-magical, he might have a problem with doing this to heavy-magic-armor characters.
if he's more fleshy in his mouth, he could leak that bad mojo out of his holes where the teeth once were, spreading his bad mojo all over Characters.
Good to make him undead or the slightest int-damage would be severe.
