CR of a two headed dragon?

Hey guys I want to create a two headed dragon which breaths a different breath weapon from each head say fire and frost. What would be the CR of such a monster if all it had was a second head with a breath weapon?

You're adding a 2nd head with bite (I would think) and breath weapon. The second head is adding a breath weapon in terms of frequency. It is also adding an energy type, which can be a bit troublesome. Were I doing it, I would also probably add an (Ex) association with independent action by the second head. This might become very powerful if generating addional spell or spell-like utility at older ages.

I would tend toward the idea of it adding +1 CR at the low end, and I'm having trouble seeing it as having more than +2 CR later.
