Right now the party I run for is wondering the planes. They have to go to each plane and find an 'NPC' to go with them to a new world and set up their respective planes there.
So far they have visited the Abyss, and have a Shadow Demon with Rogue and Master Spy levels. Elysium where they recruited a Treant with Druid levels, and Heaven where the Ranger was impregnated with a new divinity, has now been born and the party has to make sure it stays pure as it develops.
I'm trying to come up with Ideas for the rest of the planes. Any suggestions or ideas?

Just to make sure I understand correctly: They're getting a rep from each of the planes to help form a personalized version of those planes for a new world they're building? Or to connect those planes to a new world?
Just trying to understand the cosmology you're going for, is all.
There's all manner of political shenanigans you can get up to with the genie races when it comes time to set up a stable balance of the elemental planes. Trying to get a rep from each genie race to accept equal standing with the others should be quite the balancing act.
If the players believe they need a balance of good and evil(which I'm guess they do what with the Abyssal shadow fiend), they may still want to forego any connection with Abaddon. That place is just bad news. For everyone.

Honestly they just need a rep to connect the planes to that world. They haven't realized its that simple yet. hehe! They also haven't realized that some planes will connect simply by the natural functions once they take others there and begin inhabiting it.
In the long run, I'm making a campaign setting called Elion. This is the setting up of it, I'm using my group to help write it through their adventures. It will be linked to Golarion as it will have the same pantheon and planes set up.

Y'know, if you're letting the characters build the world...
Just throwing this out there:

When they get to the planet or when it comes time to populate it, instead of just bringing in races from other worlds, let each of the players have access to a well of protoplasmic life, waiting to be molded into a new race of beings. There could be a guiding spirit, aeon, or whatever watching over each one, waiting for a mortal being to take responsibilty for all that unmolded life.
If you have the Race Creation Cookbook let them have access to it and give them a set number of points and boundries to work with. Or let them use the Eidolon creation rules along with a small set number of evolution points.
Let the players decide the appearance and nature of each race. And let the players try to guide them into the first years of their first culture.
And THEN, see how the campaign world looks after a millenia or so with the children of your PCs, who may very well be seen as creator gods by these new player races!
Back to the original idea:
Heading to Axis, The Boneyard, and Hell to set up pacts and cosmological laws pertaining to the planet with aeons, axiomites and devils might be something to look into as well.

For Hell and Axis they are set to get contracts form. The world already has small tribes existing already. The concept behind it is the gods located it but have no access to it. So they need the party to go there and start spreading word of the gods and planes. Once enough of the tribes and races there start following the gods etc., the gods gain access to it. So really the party is being used, but they will guide the cultures and histories. They're basically being used by all the gods in order for the gods to be able to finally enter it.
Of course they are going to run into the typical problems of bringing new religions into the world.
But yes! Contracts is a great idea! Was working on that for Hell and Axis. Not sure how I was going to implement it though. I was thinking for Hell, the contract would include that the devils would assist in 'proving' the need of the gods to the new tribes at the price of the souls that are sacrificed in the process. <.<;
