Benefit: You do not suffer any penalties on attack rolls made with a shield while you are wielding another weapon. Add your shield's enhancement bonus to attacks and damage rolls made with the shield as if it was a weapon enhancement bonus.
I am assuming the no penalty applied to light shield, while the heavy shields were meant to be knocked down to -2.
edit:knocked down to -2 is referencing the TWF penalty.

Nope you take no penalties on the attacks you make with the shield. Even after being Errata'd they didn't change that part.
So why would anyone want to bash with a light shield while twfing. Ok so maybe a twfing spellcaster, but other than that I see no reason to try it, mechanically that is. I can understand from a fluff PoV, why taking the lesser mechanical choice might be good for RP.
PS: I think you are right. I am just making sure I am not missing anything.

If you are TWFing using say, a longsword and a heavy shield, this feat would allow you to ignore the -4 TWF (-2 regular, -2 for your off hand weapon not being light) for the shield, but not for the sword. If your off hand weapon is a light shield, it's also a light weapon and thus your on hand weapon doesn't take an additional -2.

It's better to fight with two heavy shields ... no attack penalties at all and two one handed weapons to make optimal use of PA.
Except you still only get +2 per -1 on the main hand and +1 per -1 on the off hand. You don't get anything special on this just by using two one handed weapons.
