So, I'm starting to run a campaign and I wanted to clarify something.
If I have 3 PCs that are Witches, then the way that we're reading the Coven hex one of them can count as a hag for the purposes of forming a Coven, and the other 2 can join the Coven? Is that right?
I don't mind them having the higher level spells as there's a price to pay to get to use them, and most aren't "combat" spells.

All three must have the Coven Hex.
And they don't get higher level spells.
Say if 2 of the witches spend a standard action to aid another on the third witch, the third witch gets +1 caster level from each, so +2 caster level.
Then the third witch casts a spell or invokes a hex, all level based variables are increased by 2.
For example, say they're all 1st level, and the 2 witches use the aid another action, the third witch casts Cure Light Wounds. The amount healed would be 1d8 + 3.

Coven (Ex): The witch counts as a hag for the purpose of joining a hag’s coven. The coven must contain at least one hag.
In addition, whenever the witch with this hex is within 30 feet of another witch with this hex, she can use the aid another action to grant a +1 bonus to the other witch’s caster level for 1 round. This bonus applies to the witch’s spells and all of her hexes.
I seperated this out for reason without the an actual hog there is no coven!
But no need for coven for the second part, yes they can do that...
Also it ffects hexes.....
At third level the flight hex, with the help of two other witches actually grants fly. in addition to feather fall and levitate....
I just started a PFS game and have this witch in it!
I was happy to have another witch join me!

What do you mean there's no need for a coven for the second part? It specifically says: In addition, whenever the witch with this hex is within 30 feet of another witch with this hex...

There's no need for a hag's coven (ie. a hag) to get the second part. You still need the coven hex.

OK, so even though they count as a hag, there has to be an ACTUAL Hag to start the Coven to get the extra spells from the Bestiary?
Yes, as I understand it, a coven is not a "witch thing" its a hag thing. So basically a witch can be a faux hag for purposes of adding to a hag coven, but a group of witches still need at least one hag to make their own coven. Of course, there is nothing to stop a GM from allowing an all-witch coven in their game, either. I sort of assumed that this was in there to add flavor to your game, perhaps the GM might be tempting a witch with more power if they joined a hag coven, that was more evil than said witch? Or to help flesh out the storyline for NPC witches?
Maybe one of the developers will stop by and add their thoughts...

Yeah, I'm running Kingmaker and 3 of our 6 players are Witches. :D

Yeah, I could see that being another option also. I was looking at the list of the spells and what I think I'll do is limit it to things that are [(coven leader's CL)+1 per witch in the coven] caster level.
Lv1 (1)+3 = 4
Lv2 (2)+3 = 5
etc.
It'll leave them something to look forward to and still let them have access some of the spells early.
I do hope that one of the devs at least looks at this though. :P
