I've been poring over this up and down and I can't find a solid ruling on it. Is it stated anywhere that the free evolutions on a base form can't be removed, either with or without getting Evolution Points back for them?
Trying to build what is essentially a marilith/lillend hybrid for a "Grant Morrison"-crazy summoner. Build it with the Serpentine form, that reach(bite) gets in the way. Build it with Biped, unwanted legs start flopping around. I don't even need the points back, I just want the superfluous bits removed.

Not by the rules.
However:
For a Marilith type thing, go with Serpentine. Reach (bite) could be interpreted as the ability to suddenly lunge forward and bite and still have the shape you want, or another way of describing that. If your DM is game, I would suggest going with a NEW base serpentine form, that instead of having Reach (bite) has, say, the talented evolution instead. Or a variant biped that has tail and something else instead of legs.
For Odraude, you can dictate the shape of your Eidolon. The last leg could be vestigial, or otherwise not really there, but present according to the rules. Make it one of the hind legs mechanically (so you can still have claws on the two front legs- you can only put claws on one set of legs anyway), and don't get the rend or whatever evolution uses both your hind legs.

Serpentine base:bite, climb, reach(bite), tail, tail slap.
+2 limbs (2 points + 2 points)
+Weapon Training (2 points)
+Tail (1 point)
+Tail Slap (1 point)
+Raach (1 point for each attack)
That should give you the basic shape & Form. I agree with Cfalcon, the bite with reach would just be like a snake attack, and fit well with mariliths.

That's what I was afraid of. Yeah, shouldn't be hard to get around, but it is irksome if you're trying to keep it within the rules as written. Interpreting reach(bite) as a quick lunge looks like the way to go, though it doesn't exactly mesh with the tone of the eidolon(not really much of a biter, really).
I would suggest going with a NEW base serpentine form, that instead of having Reach (bite) has, say, the talented evolution instead.
This would be the ideal choice for me, personally. If there was anything beyond Evolution Points I'd want as the default trade-in for free evolutions, it would be the Talented evolution.
