Using web with a single surface and a creature

Is it possible to cast web on a creature, with the "diametrically opposed points" being the creature and the ground, or the creature and a nearby wall?

Our party is planning on facing a dragon, and I thought a heightened web spell might be a good way to root him to the ground for a round or two as he attempts to swoop down and eat us.

With a 20-foot radius, we can hit a dragon with it if he comes within 40 feet of the ground.

I'd think the "solid and" would imply something relatively immovable, like a wall. Sure, the dragon is solid, but you could hold up a stick, call it solid, and make a web to the wall with that logic. Even if your GM does allow it, and the dragon fails its save, the first time it makes its combat maneuver check the web will collapse.

Also forget about it if it has a fire breath weapon: one blast incinerates the web.

The short answer is no.

Web is an effect spell not a targeted spell. It creates an effect in the area and anyone at that location is subject to the effect.
You will need to maneuver the dragon to a suitable spot or create your own anchor points for the webs.

But I'm not targeting the dragon, it just happens to be one of the two anchor points.

I also have this question as it recently came up in a game. I was trying to web together a eryines devil to a bridge we were crossing. Both the devil and the bridge we are on are considered to be "solid" objects. I realize she might get SR, but I just wanted to try and drop her down to our level so the melee fighter could get to her as we were running low on ranged attacks. Thanks.
