There is an ecology of the Serpent people in the first volume but the stat block for them seems to be in a 3.5 book on the Darklands which unfortunately I don't own. So my question is this. Should I buy this book or will there be an updated stat block in later parts of this AP?
The reason I ask is I'm looking to purchase about 3 books in the near future. One could be the Darklands book but I'd rather buy a another book if the serpent people are detailed in AP bestiary.

Paizo has a core set of assumptions with regards to which books they assume players and GMs have on hand when running their adventures. I can assure you that Into the Darklands isn't one of them. And, when they need to reference material that exists in a book such as that for an adventure, they reprint (and, in this case, convert from 3.5 to Pathfinder stats) the relevant material.
So, short answer: No. You don't need to buy Into the Darklands to have access to the stats for the serpentfolk. In fact...
...there's already a serpentfolk cleric of Ydersius who appears in Souls for Smuggler's Shiv, so you should be able to derive the relevant stats for a serpentfolk from that stat-block. And, if not, you'll be seeing lots more of them in the adventures to come anyway.
That said, however, I don't believe you'll see a full write-up of a baseline serpentfolk in the bestiary section of the adventure. So, if you want full-fledged background material (beyond what appears in the Ecology article), by all means, pick up Into the Darklands. Just know that the material there is 3.5 rather than being updated to the Pathfinder ruleset.

This is just a reiteration, but yeah, what Neil and Deinol said. You really don't need it, but it also happens to be my favorite Chronicles book, so I highly recommend it.
