although it does not state in the draft rules & I dont believe there is anything in the APG rules I would also agree - the base form is set at level 1 - my reason is the fluff - the Eidolon is supposed to be an aspect of the outsider the summoner has formed a link with - this outsider would have a form & I assume this "aspect" is supposed to represent how it looks like
as the summoner grows in power so does the Eidolon - to me this meant the Eidolon becoming more powerful through a closer representation of the outsider
so unless the outsider could change forms on a "permanent" (eg. not polymorph or wildshape) basis then I dont see how the Eidlon could

Can the summoner "rebuild" his eidolon's base form in addition to the evolutions every time he levels?
If you notice, the description for reallocating evolutions says that it works as per the Transmogrify spell - which, in its description specifically states that you cannot use the spell to change the eidolon's base form.
And yes, I don't see any reason why a eidolon couldn't benefit from Cure Light Wounds or similar spells. The summoner gets the Rejuvenate Eidolon spells so that he may heal his own eidolon, but no Cure spells so that he doesn't become the party healer while the eidolon does the rough work (which would effectively allow a summoner to fill two party roles).

Can the summoner "rebuild" his eidolon's base form in addition to the evolutions every time he levels?
In the Beta Playtest final version there was a sentence that specifically mentioned a fixed base form, feat and class skill selection as well as skill point distribution.
In the APG Version this sentence is omitted.
Thus, everytime you gain a level and therefore "rebuild" your Eidolon, you can also change its base form.

I am not 100% sure about this, I think is remember seeing official word come down in another thread like this stating that the base form is locked in at level one.
