There are bits spread about. I did research for my own "Reavers on the Seas of Fate" pirate campaign, and I summed up relevant bits into my Player's Guide. Hopefully it's helpful.
In case his guide does not contain recent products, Cities of Golarion details the city of Ilizmagorti, which is the second largest pirate stronghold after the Shackles. And speaking of the Shackles Pirates, the Factions Guide has a write-up on them.

My guide was of course before the recent piracy and Shackles products but it's pretty consistent I've found. Wondering if I should plug in some later S&S chapters into my campaign - the PCs are only level 6 and running two pirate campaigns back to back would probably be lame anyway...
