Norgorber: keeper of secrets or master of spies?

I was thinking about making a cleric of Norgorber(more of the secrets and less of the assassinations and poison) and I'm not sure if he's more about about the acquisition of secrets or keeping them hidden. I'm wondering if he would help OTHERS keep their secrets or just attempt to acquire as much hidden knowledge as he can, after all keeping a secret a secret honors the reaper of reputation as much as acquiring one.

I think as the keeper of secrets, some revere him in order to aquire said secrets. it does say he does things to suit his own ends, and the his history and plans are secret. If his plans require his followers to be in seats of power, then royal spies/assassins/defenders who have a devine source of information are more likly to stay close to the king
