Crafting - Similar items, different slots

If someone wanted to make something that had the properties of a Ring of Blinking, but have it in a different slot, such as bracers. Would this be the same cost for these "Bracers of Blinking"? This would allow the use of Craft Wondrous instead of Forge Ring.

It seems it would be the same price, but some effects are hard to use the chart for.

It would be at least a 50 percent markup from the higher of the two base costs. Part of the reason that magic items take the usual form they do as those forms are the most efficient way to craft the desired effect.

For a ruling, I know I will get the "Where does it say that in the rules?". Where can I reference this for the player or is it just a DM option thing?

3.5 had that but it seems to have disappeared in Pathfinder.
