My character wants to create a new item, all I have is gold, time, a sewing kit, the appropriate item creation feats, more than enough skill, and most of the spells required. This magic item is going to combine the effects of several items which already have write-ups, like the Headband of Mental Superiority (frankly I'd have called it Supremacy) and the Belt of Physical Perfection. Would I pay the X1.5 cost for all of the things I'm adding to it, like page 553 of the Core Rulebook says when adding magic to other magic items, or only X1 since the item I'm attaching all of that magic to is currently nothing but components now?

Even with Cooperative Crafting, an Artificer, and adding +5 to the DC to speed up the process, I know this item will take several months to create.

Yes, you pay the 1.5 cost for the extra abilities. Note, that means that you pick one, like Intelligence, and pay normal cost, then you pay 1.5x for all the other ability scores you add to it. For example, the +2 Headband of Mental Superiority is priced at 16,000 gp. That's 4,000 for one ability, and 6,000 each for the other two abilities.

So in your case, it would be 4,000 + (5*6,000) = 34,000 to make your +2 Headband of Supremacy, and it will take 34 days (crafted normally without speeding up the process).

As to your question about the item being "nothing but components now", the rules for paying 1.5x the price don't really care about that - it is the overall design of the item you need to consider. So when you design the item, you begin the design with the most expensive ability at x1, then add each additional ability to the design at x1.5 each, which allows you to arrive at the final price - then you buy the appropriate components based on that price.

Price of +2 stats belt, 4000g. Price X 1.5 6000g. 4000 + 6000 = 10000.
4000 + 6000 + 6000 = 16000. Therefor Item = base price + [(added item base price X 1.5) + (added item base price X 1.5)]
