If what I'm reading is correct, is the primary difference between "Summon Swarm" and "Vomit Swarm" the player's control over the swarm in question? It seems that a player using Summon Swarm can actually be attacked by his or her own swarm if all enemies within the swarm and near the swarm die out and only the witch and/or party is left standing for those "+2 rounds" after the witch is done concentrating. Am I missing something else, other than range, duration, selection of swarm and control?

Range and duration are both pretty significant issues.
Vomit swarm DOES give you full control over the swarm. Summon swarm does not, but you can throw it at a range and then maintain it for a lot longer (barring the swarm's defeat).
One's basically a melee spell and another's basically a ranged spell is the primary difference between the two. And of course, summon swarm gives you better choices at low level (you wouldn't want a spider swarm against a target in the water, but a rat swarm would work well), whereas with vomit swarm you have better choices at higher level.
