Will the Halfling bonus to attack rolls cancel out the small size penalty when rolling CMB attacks?
The halfling bonus to attack rolls IS a size bonus, and isn't kept when you calculate CMB. CMB and CMD use a different size bonus/penalty then the one you use for attacks.
For example, Large creatures have a -1 penalty to their attack roll, but a +1 bonus to their CMB. These do not add on to each other (to become a +0) when calculating CMB, one just replaces the other.
A halfling that has a +3 melee attack (+1 BAB, +1 STR, +1 size) will (assuming no other modifiers) have a +1 CMB (+1 BAB, +1 STR, -1 size).
If they stacked, then every size of creature would end up having an overall +0 to their CMB, as the penalty they suffer based on size is the same as the bonus they get on size to attack rolls.
CMB = Base attack bonus + Strength modifier + special size modifier
Creatures that are size Tiny or smaller use their Dexterity modifier in place of their Strength modifier to determine their CMB. The special size modifier for a creature's Combat Maneuver Bonus is as follows: Fine –8, Diminutive –4, Tiny –2, Small –1, Medium +0, Large +1, Huge +2, Gargantuan +4, Colossal +8. Some feats and abilities grant a bonus to your CMB when performing specific maneuvers.

The size bonus for CMB and CMD supersedes the size bonus on attack roles. Look at the entries in the bestiary for examples.
Goblin Example
CMB +0 = +1 BAB +0 Str -1 (Size)
CMD 12 = +1 BAB +0 Str +2 Dex +10

Ahh.. this makes much more sense, the size modifier replaces the one used for attack rolls *ping* thank you for the enlightenment, sometimes I just miss the obvious.
