Tiny Grapplers

Rules Questions

How many tiny grapplers can aid each other in a grapple against a medium creature?

I've come up with four; because four tiny creatures can fit into a 5' square and they would have to enter the medium creatures square to even initiate a grapple.

I don't like this number; because, as far as I can tell, 9 medium creatures can participate in grapple against another medium creature. That would be 8 medium creatures surrounding the space occupied by the ninth creature grappling with the target.

I'm trying to work out a Lilliputian type scenario.

Two options:

1) As many as you want as grappling is different enough from a standard attack that I'd rule it's possible for the tiny critters to scramble over one another in an attempt to give purchase and find some part to grab hold of.

2) Treat the group of tiny creatures as a swarm. I don't recall offhand, but I think a swarm can grapple as well as any other creature. If it doesn't, it's probably because it's potentially very nasty. Especially if you rule a swarm automatically grapples if it chooses rather than dealing swarm damage.
