Dex to Reflex Saves while Flat-Footed?

I have always assumed that flat-footed creatures loose their Dex to Reflex, but I've just recently realized that nothing in the flat-footed entry suggests this. So - a sleeping (helpless) creature loses it, but a flat-footed one does not? Is this correct?
