According to the Brevoy gazateer, Brevoy has seven noble houses. They are, with country of original origin:
House Garess "Strong as the Mountains" - Rostland (now Dwarf)
House Lebeda "Success Through Grace" - Rostland
House Lodovka "The Waters, Our Fields" - Issia
House Medvyed "Endurance Overcomes All" - Rostland
House Orlovsky "High Above" - Rostland
House Rogarvia "With Sword and Flame" - Iobaria
House Surtova "Ours Is the Right" - Issia
According to the Guide to the River Kingdoms, Mivon has nine noble houses, but these aren't listed anywhere. Mivon's origins are Rostlandic nobles (and potentially foreigners), but not Issian nobles.
So I'm guessing Mivon has their own versions of Garess, Lebeda, Medvyed and Orlovsky. But this accounts for less than half their houses. Maybe some houses have split? Maybe a house from Galt broke off and joined?
First I want to know if I've missed or overlooked a key detail. After that, I'm going to start coming up with extra material, as my PCs want Mivon to be a strong player in the course of the AP.

I would not assume that they have significant members of those houses. The Mivon houses are the ones that fled. Garess, Lebeda, Medvyed, and Orlovsky are the houses that stayed and had significant numbers survive so they could sieze power after Choral attacked. After the war, they were in solid positions to grow into the areas of people who fled or died off. Keep in mind that those are the major noble houses. Each one would have dozens, perhaps hundreds, of minor houses who control small portions of their land and pay tribute. Many of these can trace an ancestor or 2 to the major houses, but perhaps only a 3rd daughter 5 generations back. They would generally swear alliegence to 1 of the major houses, but they would be of different levels of power and respect depending on what major holdings they control. 1 lord, for instance, could control a watchtower over the mountains and the surrounding area. Annother controlls a keep at a river ford. They are their own household, but not of enough note to define an area.

It's probably safe to add House Drelev to the list of Brevic nobility, since AP34 states that Baron Drelev was a Brevic nobleman and it is inferred that he was already a Baron when he left Brevoy for Hooktongue Slough.
As for your list, Erik, personally I'd amend it as follows:
House Garess "Strong as the Mountains" - Issia
House Lebeda "Success Through Grace" - Rostland
House Lodovka "The Waters, Our Fields" - Issia
House Medvyed "Endurance Overcomes All" - Issia
House Orlovsky "High Above" - Issia

I know this leaves only one House left that was originally Rostlandic, but the History of Brevoy (page 61, of AP31) states "Rostland, south of Lake Reykal and the Gronzi Forest, is quite different than Issia..." which (along with the Geography section of the same page) tells us that Issia was (is) much larger than Rostland.
Of course, just because a House has lands in the north or the south doesn't mean that they originated there. A Rostlandic House could have been granted land in what was once Issia (and vice versa). But I would tend to doubt that could happen. Remember, that Rostland was much weakened after the war against Choral's army (the retreat of many Houses to Mivon, in addition to catastrophic losses among those that remained) and it is likely that the Conqueror would have rewarded his Issian allies with more land than his Rostlandic vassals. It is, perhaps telling, that Choral's own House Rogarvia took prime Rostlandic territory for itself.

Don't forget House Khavortorov as a Noble House in Brevoy - probably with a Rostlandic leaning. (I made them a barony).

In my game I have another minor house around Skywatch (probably about Baron level) who were beholden to the Rogarvia but now have no strong allegiance.
I have also had First Sword-Lord Jamandi Aldori start to claim her great, great, great (etc) grandfather's title of Sword Baron and have a number of Aldori to support her.
I think Maegar Varn is also listed as the 'Third son of a Noble' somewhere as well.
As for Mivon - the Noble houses have been there for about 200 years - the same time that the majority of the Brevoy Noble Houses have been 'Noble' rather than Local Warlords dominated by the Surtova (the bigger warlord)
