Can someone please give me an explanation as to why a Horse has an attack of -2 with hooves?

Unless I am very much mistaken, the Base Attack of a Horse is +1, it's strength is 16 giving a +3 bonus to attack. However the docile special quality means that these are secondary attacks so suffer a -5 penalty.

Now, 1+3 = 4 and 4-5 = -1.

It's large sized, which gives a -1 to attacks.
