Villamor Koth p. 17 is missing his Base Stat (non-rage). Probably due to space.
This is absolutely the reason that's missing. The "Base Stats" line is usually the first place I go to if an adventure's running a few paragraphs over. They're nice to have in there in case a stat block is encountered in a way the adventure can't predict, but they're also not something that breaks anything if they're not in there at all.
And for that matter... I'm not sure that listing stat block entries that are out of order is really all that necessary. There's nothing we can do to fix that, really, and the information's not missing, after all. I just don't really understand why things like that need to be called out. What's next? Calling out widows and orphans? Noting itallicised commas? ;-P

So do I.
Doesn't mean it's constructive to point it out on a messageboard though.
Don't get me wrong; I do appreciate it when folks post errors that they find in stat blocks, because it not only points out areas we need to pay more attention to but more importantly it helps other folks who are interested in being as accurate as possible achieve that goal.
I just don't know how helpful noting things being out of order is. I guess that's actually a call for the readers of these boards to make, though, not me.

That sounds like you need a better parser. Each line can be clearly identified by keywords. And the , vs ; thing can easily be accounted for as well. Paizo publishes human readable adventures, so if you want to feed it into a program you'll have to make your program more flexible.

Hey, if you *want* feedback, I'll be happy to give it. Here's my biggest, hugest, most desired wish item EVER:
"Highlight the important fields"I mean give it a gaudy yellow background that stands out and the eye instantly goes to. Like that one feature in MS Word. You don't need this for the feats, abilties, etc that someone studies beforehand. But when it comes to "I need to make a Fort save, RIGHT NOW" and I wasn't expecting that RIGHT NOW, then it'd be great if that was highlighted. Yea, it'd look a little less pretty, BUT SO SO USEFUL.
I have no opinion on commas vs semicolons.

I (and more importantly, the art director) feel that gaudy yellow fields would make stat blocks ugly.
If that works for an individual GM, it's easy enough to do the highlighting by hand.
But an adventure serves more roles than "something to be used to play a game." It also needs to look attractive and it needs to read well.

I disagree with this being necessary. I think the Pathfinder statblock already does this brilliantly.
Stuff that you need on the character's turn is mostly under the "OFFENSES" block. Stuff that you need when it's other characters' turns is in the "DEFENSES" block.
Everything else should be elsewise. The exception is the combat gear, which is under "gear". When I write out my own stat blocks, I move it up to the OFFENSE block, because it's easy for me to forget that the dude might be carrying a wand or a potion that might just do the trick in the middle of a big fight.
